AI Literacy Training: Article 4's Overlooked Obligation

Article 4 of the EU AI Act is one of the shortest articles in the regulation. It’s also one of the most broadly applicable, and one of the most frequently overlooked.

It requires that providers and deployers of AI systems ensure that their staff and other persons dealing with the operation and use of AI systems on their behalf have “a sufficient level of AI literacy.” This obligation has been applicable since 2 February 2025. Not August 2026. It’s already in force.

What Article 4 says

The full text is brief:

“Providers and deployers of AI systems shall take measures to ensure, to the best of their abilities, a sufficient level of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training and the context in which the AI systems are to be used, and considering the persons or groups of persons on whom the AI systems are to be used.”

There are several important elements packed into this single article:

“Providers and deployers.” Both are in scope. Whether you build AI systems or use them, this applies.

“Staff and other persons dealing with the operation and use.” This covers employees, but also contractors, consultants, and anyone else who operates or uses AI systems on your behalf.

“Sufficient level.” Not expert level. Not certification-level. Sufficient for their role and context.

“Taking into account their technical knowledge, experience, education and training.” The required level of literacy is proportionate to the person’s existing knowledge and their role. A data scientist needs different literacy than a marketing manager.

“The context in which the AI systems are to be used.” Higher-stakes contexts require deeper literacy. Someone overseeing an AI system that screens job applicants needs more literacy than someone using an AI tool to draft internal emails.

“Considering the persons or groups of persons on whom the AI systems are to be used.” If the AI system affects vulnerable groups, the people operating it need to understand that context and its implications.

What “sufficient AI literacy” means in practice

The Act doesn’t prescribe a curriculum or certification. Recital 20 provides additional context, describing AI literacy as:

“the skills, the knowledge and the understanding that allow providers, deployers and affected persons, taking into account their respective rights and obligations in the context of this Regulation, to make an informed deployment of AI systems as well as to gain awareness about the opportunities and risks of AI and possible harm it can cause.”

In practical terms, sufficient AI literacy for different roles looks something like this:

Executive leadership and board members

They don’t need to understand neural network architectures. They need to understand:

  • What AI systems the organisation uses and why
  • The risk profile of those systems under the AI Act
  • The organisation’s compliance obligations and current status
  • How AI decisions affect stakeholders (customers, employees, the public)
  • The financial and reputational exposure from non-compliance

Operational managers and team leads

People who manage teams that use AI systems need to understand:

  • How the specific AI systems their teams use work at a functional level
  • What the systems can and can’t do reliably
  • When to trust AI outputs and when to question them
  • How to escalate concerns about AI system behaviour
  • The basics of the organisation’s AI compliance obligations relevant to their area

Human oversight personnel

People designated to oversee high-risk AI systems under Article 14/26 need deeper understanding:

  • How the specific AI system they oversee makes decisions
  • The system’s known limitations, biases, and failure modes
  • How to interpret the system’s outputs, including confidence levels
  • When and how to override or intervene
  • What constitutes a reportable incident
  • Their authority and responsibilities under the Act

Technical staff (engineers, data scientists)

Technical staff building or maintaining AI systems need:

  • Understanding of the AI Act’s technical requirements (accuracy, robustness, cybersecurity, logging)
  • Knowledge of bias detection and mitigation techniques
  • Familiarity with the documentation requirements they’re responsible for
  • Understanding of how their technical decisions affect compliance

Customer-facing staff

Employees who interact with customers affected by AI systems need:

  • Awareness that AI is involved in the processes they support
  • Ability to explain AI involvement to customers at a basic level
  • Knowledge of customers’ rights regarding AI-driven decisions
  • Understanding of how to handle complaints about AI decisions

Designing your training programme

Assess current literacy

Before designing training, understand your starting point. Different cohorts within your organisation will have different baseline knowledge. A brief survey or assessment can help you target training where it’s most needed and avoid wasting time on content that’s already understood.

Tier the content

Not everyone needs the same training. Create tiers aligned with roles:

Tier 1: General awareness (all staff)

  • What AI is and how it’s used in your organisation
  • Basic capabilities and limitations of AI
  • The EU AI Act at a high level — what it is, why it matters
  • How to report concerns about AI system behaviour

Tier 2: Operational understanding (managers, customer-facing staff)

  • Specific AI systems used in their area
  • Transparency and disclosure requirements
  • Customer rights and how to respond to questions
  • Escalation procedures

Tier 3: Oversight competence (designated oversight personnel)

  • Detailed understanding of specific AI systems they oversee
  • Output interpretation and confidence assessment
  • Override and intervention procedures
  • Incident identification and reporting

Tier 4: Technical compliance (engineering, data science)

  • AI Act technical requirements in detail
  • Documentation and logging requirements
  • Testing and monitoring obligations
  • Data governance for AI systems

Keep it practical

The most effective AI literacy training is specific to your organisation’s AI systems and use cases, not generic “Introduction to AI” content. Staff need to understand the AI they actually work with, not AI in the abstract.

Use real examples from your own systems: “Our chatbot uses [specific technology] to [specific function]. Here’s what it does well. Here’s where it struggles. Here’s what you should do if you notice [specific problem].”

Make it ongoing

AI literacy isn’t a one-off tick-box exercise. AI systems change, new systems are adopted, the regulatory landscape evolves, and staff turnover means new people need training. Build a programme with:

  • Initial onboarding training for new staff
  • Annual refresher for all staff
  • Updated training when new AI systems are deployed or existing systems change significantly
  • Targeted training when compliance requirements change

Document everything

Documentation serves two purposes: it demonstrates compliance to a regulator, and it ensures consistency and quality in your training programme. Document:

  • Your training programme structure and content
  • Who received which training and when
  • Assessment results (if you assess comprehension)
  • The rationale for your tiering decisions
  • How you determined what “sufficient” means for each role
  • How training is updated and when

The documentation question

The Act requires you to “take measures to ensure” sufficient literacy. It doesn’t specify that those measures must be documented. But undocumented compliance is effectively unprovable compliance. If a regulator asks how you’ve met your Article 4 obligation, “we told everyone about AI in a team meeting” isn’t going to satisfy them.

At minimum, maintain records of:

  • Training materials and their content
  • Attendance or completion records
  • Dates of training delivery
  • Evidence of regular updates

This doesn’t need to be elaborate. A spreadsheet tracking who completed which training module and when, combined with the training materials themselves, is sufficient for most organisations.

Common mistakes

Treating it as optional. Article 4 is already enforceable. It’s not a recommendation, and it’s not deferred to August 2026. If you haven’t addressed it yet, you’re already behind.

Over-engineering it. Some organisations respond to Article 4 by commissioning expensive, multi-day training programmes. For most roles, a focused 60-to-90-minute session covering general awareness, plus role-specific follow-up, is sufficient. The Act says “sufficient,” not “exhaustive.”

One-size-fits-all training. A single “AI awareness” presentation for all staff fails the proportionality requirement. The Act explicitly requires you to consider each person’s role, knowledge, and context. The person overseeing an AI hiring tool needs fundamentally different training than the receptionist.

Ignoring contractors and third parties. Article 4 covers “other persons dealing with the operation and use of AI systems on their behalf.” If you use contractors, consultants, or outsourced service providers who interact with your AI systems, they need appropriate literacy too. Include AI literacy requirements in your contracts with third parties who operate your AI systems.

Training without context. Generic AI courses from online learning platforms might check the “training provided” box, but they don’t address the specific AI systems, use cases, and risks in your organisation. Supplement generic content with organisation-specific material.

Article 4 is the Act’s least dramatic requirement. It carries no dedicated penalty provision (though non-compliance falls under the general penalty framework). It doesn’t require conformity assessments, impact assessments, or technical documentation. But it’s the foundation on which effective AI governance is built. People who don’t understand the AI systems they work with can’t oversee them, can’t monitor them, and can’t identify when something goes wrong. AI literacy isn’t just a compliance obligation. It’s a prerequisite for everything else the Act requires.
